Westminster council in London has just switched its network of over 100 parking cameras cameras back on.

They have been off for a year as they didn't meet the department of transports quality standards.

We ask ourselves why have these cameras been upgraded and switched on. Has congestion got worse in the last 12 months - NO. The government have told councils that they should not really be using CCTV unless it is impractical to use traffic wardens. These cameras harm business's and alienate motorists who simply stop on a single yellow line to look up something on the A - Z. They then receive a penalty charge notice in the post a few weeks later! How can they possibly  appeal after such a time lapse. they probably can't remember where they were let alone what the signs and lines said. We think we may have found the answer! Last June an internal report about their CCTV cameras referred to ticket targets of 736,000 a year not being met without the cameras and a loss of revenue of millions of pounds. No where in the report could we find the words traffic management or easing congestion. We say this is disgraceful and the government should intervene.
