Possible grounds of appeal for this contravention
1. Are the instructions clearly visible and understandable on the pay and display machine? If the controlled hours are not on the signs were you able to see the details on the machine. Was it dark and a streetlight not working? The local authority has an obligation to make sure that the hours of enforcement and the signs advising that you are in a pay and display car park and the terms and conditions are clearly visible. If they are not then you should appeal. Also check that the charge fee shown and the penalty on the signs and machines is the same as sometimes machines/signs are not updated with the new charges or indeed the new fines for non compliance .If there is any discrepancy then you should appeal.
