A charge certificate increases the penalty by 50% and can be issued by the enforcing authority if you have failed to:

•    Pay the penalty charge notice or made representations within 28 days of its issue.

•    Within 28 days of the refusal of your appeal by the enforcing authority failed to either pay the Penalty Charge or appealed to the adjudicator.

•    Within 28 days of an adjudicators decision to reject your appeal not paid the penalty charge.

•    Failed to pay the penalty charge within 14 days of withdrawing your appeal to the adjudicator.
